| Charges dismissed in juvenile's death
A judge dismissed the charges against five counselors in the death of an East Baltimore teen at a Carroll County school for juvenile offenders, saying yesterday that a failure to call for help does not constitute reckless endangerment. Carroll County Circuit Judge Michael M. Galloway ruled that although counselors are accused of waiting 41 minutes to call 911, reckless endangerment charges should be dismissed because that law applies to acts, not failure to take action. The ruling outraged the mother of 17-year-old Isaiah Simmons, who died at the privately run Bowling Brook Preparatory School, and led her to renew her call for federal charges. .

A six-minute animated film in which John Lennon talks about global conflict and the need for peace has caught the imagination of Hollywood. China can build things. Why can't India?
India has much more developed financial markets and independent regulatory systems. Indian companies are generally far more competitive and have much deeper managerial resources than the Chinese companies. They are much more innovative, unlike the Chinese who excel in copying western products and designs. It is unfair to expect Indian cities to have the same facilities as in China, just after 15 years of opening up. And in these 15 years, infrastructure has been a focus area only for the last 5 years maybe. If India can achive 8% growth with all these constraintts, it can defenitely do better in the longer term. India is not in any race with China. She needs to focus only on her on growth - a more equitable and balanced growth than the Chinese model - while ensuring the basic human dignity, liberty and freedom to all her people.
Cyber bullying crackdown kicks off
The government has launched a campaign to help schools tackle cyber bullying. The campaign will cost 200,000 and features guidance and a short film to help schools deal with people who use the internet or mobiles to bully other children or abuse their teachers.
